Start by going right into the alley, then towards the car and activate to fill with pee.

Jump on the homeless guy and then kick him for the keys.

Use the keys to drive away in your golden car

I have done it even before I read the Guide. Didn't unlock. Done it again. Didn't unlock. Any ideas? By the way: seems to be not the only problematic achievement for me (but the only one I can point out for 100% Shure).

Yeah it’s bugged to some degree as I originally did it the first couple visits.

I had quit and relaunched the game before hunting down my remaining achievements, perhaps restarting will work for you too
