This achievement requires to 100% all rounds from 1-a to 4-c and 100% all of steve. If you use Endless Mode, you'll play through each of the rounds you've not 100% making this achievement easier to complete instead of going through each round individually.

If you re-start 4-B: the heist (I missed kicking a toilet in the 3rd level) and quit out mid round, it seems to reset the progress on that level.
I had to re-do the rest of it after completing all the other levels to unlock this.

I believe the heist is supposed to be like that as it also happened to me, I think with the way the heist is, being able to blitz through them wouldn't work.

Is there a text solution anywhere showing all gag guides?? The videos I've seen don't show all solutions to each scenario
Also, how do you replay a specific scenario? I don't seem to be able to pick specific ones as I've still not done 100% on random parts of each section ( for example, I haven't found all plane gags in 1-A so I can't pick the campsite level again to get the missed branch achievement!)

as far as I can tell you can't pick specific parts but once you get "saved" on all parts of a section you can load it from the billboard where you spawn and continue trying to get the gags. it will still cycle all the parts until the part is 100%

Important to note that you actually have to watch the credits to get the round summary in order for completion of the last level to count, despite the 'beat the game' achievement popping before the credits roll. If you pause and return to the main hub during the credits you won't get 100% even if you've found all other gags.

I followed this video guide for all the achievements but im still missing some gags, off to find Steve and check out endless mode!

Edit 2: Done and done, only had 1 Steve gag left.

If you are like me and had 100% on endless and 100% on steve and still no achievement… check your percentages on all main story levels starting with 4-C. For whatever reason that one was on 99% because of the steve truck level. I guess it doesnt count toward endless mode or regular steve completion and I had one gag I was missing on that. Almost deleted my save lol before finding that

Under extras - Endless mode will help getting this. It cycles all non-100% levels from 1 to 3 so you can use that to work through the majority of the game.
Steve levels and 4-c need to be done separately. I think 4-a and 4-b will be 100% when you complete them for the first time.
NB - there are some achievements not tied to gags so some tidy up will be needed after, but not for this specific achievement.

EDIT: So, I just unlocked the achievement. Apparently I missed one of steve's car gags in the alley way. Funny enough I remember doing this one but for some reason it never counted. If you're at 100% and you still haven't unlocked it, try to find steve in the trash can and that may be the one you're missing

Thanks idleblue! I struggled to find a complete guide for this game.
I finished the game and unlocked all gags but I didn't get this achievement. I had to replay the round 4-B to get the achievements I missed on the first run (

), but I left before the final boss, so my 4-B was only at 80%. I had to finish it again to unlock the 100% achievement.

Just wanted to second Clutch Rino's edit, that I finished all of the Story levels 100%, but was not getting the achievement, and then I found one gag in the Steve category (which is under extras) and that did it for me.

Does anyone know is there anyway you can replay a level that you got 100% on. I need the one where you need to jump for the branch you're too short for, but I have 100% that level and cant go back

I can't jump high enough in the secret level of 2-B to get the 3rd part for 100%. Is there some weird way to triple jump that I am missing?

If you got 100% and no achievement, replay level 4-B!
It should have 90% again, even if you've done 100% before!

I have been trying for hours to 100% the "QUESTION" level on 4-C, I got the achievement for the gag but can't "save the day" on the level. I followed the TA walkthrough. HELP!

I also had 100 percent on everything. I went to the steve round and I was at 97 percent all I needed to do was select the worm in the fishing steve and it was the only gag i was missing and this achievement popped.

One thing of note. In the 4-C "Control Room" level where you have to look in the door for 5 different scenes, 1 extra gag is tied to that.
When you keep opening the door, he'll usually stick his butt through and back out.
I happened to replay it at the end and noticed that he also has to pee into the room. I finished the level and the "pee gag" was the one I needed.
