In the main scenario of the game, on the lower section after the stadium: click the dog 3 times (you'll pee on it).

So just to clarify since the other guide us technically correct but to be more specific for others walk left in the city (not in any levels), and continue walking left ùntil you pass the stadium.

Two screens to the left of the stadium entrance should be a stairway going down.

Go down those stairs and there's a dog at the bottom standing next to a guy.

Click on the dog 3 times and you'll piss on it to earn the achievement.

Hope that helps as I missed this myself.

Go left 11 times from the main screen (Fountain/Quick Menu board), then go downstairs and interact with the dog 3 times.
