You must save your money until you have 20 million on-hand, it is not the total across your career.

I bought only one mech, a second Mad Dog. Other than that, I only spent money on some loadout changes, and I got this achievement towards the end of Turtle Bay.

You need to save up 20 million at once, sorry, I wasn't fully clear.
