Heavy mechs are denoted by the triangle with two stars in it when targeting a mech. A list of the heavy mechs that appear in this game are: Archer, Black Knight, Cataphract, Catapult, Grasshopper, Jagermech, Marauder, Orion, Quickdraw, Rifleman, Thunderbolt, Warhammer.
You should start seeing them at reputation level 4 or higher and they become more common as you go. I've noticed they like to appear in assassination missions a lot.
