This achievement will come naturally as you build out your community. I received this achievement when placing my 61st building. It is my understanding that you do not need to fully build out any buildings, but simply placing a building is enough to count towards this and the other building achievements.

It's worth noting that your Development Level is affected by the Buildings Limit custom modifier. I couldn't understand why these achievements weren't unlocking until I reduced my modifier down from 200%.
