Every village has many kinds of items laying around on the ground, on tables, in chests, etc. When you approach one, you'll be prompted to Steal by pressing 'E.' Do so in front of a villager, and this achievement will unlock.
Be warned, you will lose Dynasty Reputation if you get caught stealing - however, if you have the 10x Dynasty Reputation modifier active, it's an inconsequential amount, and there are no other repercussions.
It's best to create a save and go for these additional stealing achievements as well:
The I may not be good at it after all... achievement in Medieval Dynasty worth 108 pointsGet caught stealing 50 times during one dynasty.
The Must have been the wind achievement in Medieval Dynasty worth 101 pointsSell 50 of the stolen goods during one dynasty.

I did it with stealing arrows in the village. Arrows only cost about -2 reputation. You can easily complete the challenge If you drop them and steal them back.
