You can recruit villagers from nearby villages to join your own village. To do so, find a villager sitting near a campfire. Recruitable villagers will have a 'person' icon on your compass as well as next to their name.
Talk to them, and select dialogue option [4] to ask them to join your village. While they will join your village even if they don't have a house to live in, you must build and assign them to a house before too long, or they might get too unhappy and leave.
