This unlocked at 51 one for me. so 50 + yourself? or more than 50 inhabitants.
If you have your Dynasty reputation gain multiplier has been changed it seems to also increase the amount of inhabitants needed respectively similar to the city level achievement.
I could not get this to unlock at 50, until I reset it to 100% and got to 50 inhabitants again.
