Buildings in your settlement are taxed and you are given a bill every Spring to pay the previous years' taxes. Failing to do so by the end of the season converts the tax amount to debt. You can use customize settings to increase and decrease tax percentage amounts. You cannot obtain this achievement if your tax setting is at 0%.
