Selling and buying goods is the best way to level up diplomacy. My suggestion is the make a bunch of stone tools/weapons in the early game and iron tools and weapons in the late game and sell them to every vendor in each settlement every season. Soon enough your diplomacy skill will cap. You can use (and strongly advised too) customize settings to increase the xp multiplier for skills to make this a much easier achievement to obtain.
