You level them up individually by raiding outposts. When they level up they'll turn red (literally the whole area around them and the monitor screen by their station).

Level up all five and THEN go to the Chimera thing (the thing in a jar that never shuts up) and you'll have a prompt to 'process advisors.'

Whenever you complete raids, every raid will award XP to a certain Advisor (the people in the chairs in your home base.) Certain raids, called Champion Raids, or Champion Outposts, will give a small amount of XP to all advisors. The higher the difficulty of the expedition you go on, the more XP each raid will award you on completion. There are 5 Advisors you need to process.

  • Prota: Sells traps and trap mods
  • Prosarmogi: Sells suits and suit upgrades
  • Elpida: Sells hardware (e.i. grenades, phoenix pods, etc.)
  • Chrona: Sells weapons and weapon upgrades
  • Metamorph: Sells guards and guard mods
When you earn enough XP to process and advisor, you will notice at the top of your screen while in the home base that one of the 5 icons will have changed to red instead of the normal yellow-green color. That means they are ready to be processed. Their workstation will also be glowing red. The game will prompt you to approach the chimaera (the fetus looking thing in the tank) and hit the button to process them, increasing your chimaera's level. DO NOT DO THIS YET. What you want to do is keep doing raids until all the advisors have leveled up. You should notice that all 5 advisor icons at the top of the screen are red. Then head over to the chimaera and hit the button. Don't worry if you accidentally mess up the first time, as it doesn't take that long to level them up again.

Additionally, there are a few things worth noting.
1. Higher difficulty raids offer more XP, with standard hard raids giving you enough to level one of them up from one raid.
2. Before selecting a raid you can hover over it to view where the GenMat (or XP) will go. It will also show a figure of how much the available GenMat will fill up their meter. If it turns red that means that the raid you're viewing will earn you enough XP to level that Advisor up.
3. Semi-unrelated but still helpful, after attempting a raid you can go back to the map and "Abandon" a raid; essentially getting a random new raid. However the new raid will give the GenMat to the same advisor and will always be the same difficulty rating as the one before.

You need to simultaneously raise the level in all 5 departments: suit, traps, guards, grenades and weapons.
There are 2 options on how to do this:
1. Raise everyone until there is little left and then try to cover everything with one mission for experience, but here, most likely, you will need to go to the maximum difficulty, since they give a lot of experience there.
2. Farm orange resources (about 4k or more) and build 5 outposts of each department, it is advisable to build simple ones, since they require less costs, but pay attention to the experience gained from them. Build them before going to bed, and in the morning you come in and get lvlap in all departments. I believe that here we will have to pump up the departments to level 8+ so that more experience will be gained, and additional experience will probably be awarded for the deaths of players on the map.

Or you can combine both methods.
For example, I had 4 outposts and tried to adjust everyone’s experience on simple missions, and then I took a mission with a reward for all departments, but I had to go for brutal difficulty and upon completion they gave me a trophy. While I was playing on a mission, they gave me a trophy for lvl 10 from one of the departments. I already thought that the trophy had gone to waste, but in the end everything worked out.

It is not necessary to adjust so that all departments gain enough experience at the same time. You can simply not press the button near the chimera and accumulate experience for everyone in turn. And press the button when enough experience has been accumulated in all departments (they will glow red). The trophy will be given the moment you press the button.

The previous clue is incorrect. You need to pour all the artisans into the chimera at the same time and that’s it. Just when you are offered to upgrade the chimera, then refrain until all the artisans’ chairs turn red (a sign that they are ready to help the chimera upgrade). To do this, you need to go on outings for different artisans; an outing or two for each should be enough. There are also multi-outings, where they give experience to everyone at once, but less.
