Me and my friend were able 2 cheese this. We separately went into our own existing outposts, hit pause and wait for Minimum Defenses 2 go green, accompanied by a save bottom right. Now just leave outpost and repeat. We both had a few kills registered on the outpost, not sure if that is needed.

I don't know if it worked for me if I just went into my outpost and then exited.
What definitely worked for me is going into my outpost, building/placing one block, exiting, and then wait to be loaded back to the Sanctuary/hub. I would then go back in, delete the block I placed, and exit.
I didn't wait for the Minimum Defenses checkbox to go green. Also, I did have a few kills to my base already.

It's important to note that this doesn't have to be 25 separate outposts. Re-activating any pre-existing outpost will count towards the total.
My best advice would be stack up on Synthite and re-activate outposts when they go down or prestige them whenever possible. You're likely to get this on the way to another trophy

This is currently glitched in that just going into the build of an active outpost and returning to the sanctuary counts as an activation, as long as you leave the output set to active when you leave.

As far as I can tell, the glitch doesn't work any longer and neither does reactivating. Seems like this needs to be new outposts.
