The recommended order to fight the bosses in Megaman X is:
Chill Penguin
Spark Mandrill
Armored Armadillo
Launch Octopus
Boomer Kuwanger
Sting Chameleon
Storm Eagle
Flame Mammoth
Not only is Chill Penguin very easy making him a good first level, but you also get the leg upgrade automatically in his level and the increased mobility makes things a lot easier.

The above list works fine if one wants to get the most benefit out of boss weaknesses (using the previous boss' weapons).
I suggest that Storm Eagle and Flame Mammoth can both be done (in either order) after Chill Penguin since neither is difficult to beat with just the X-Buster. Plus they both offer easily-accessible Heart Tanks, and Storm Eagle stage also provides the Helmet upgrade which doesn't require any special weapons. The later bosses are easier to defeat once X possesses the predecessors' weapons.

Simply beat the first Maverick boss of your choice in Mega Man X. It’s done with the Buster by default, since no special weapons were earned yet. It’s suggested to fight Chill Penguin first, since you get access to the dash in his stage, which is essential, and he’s a fairly easy boss to beat without weapons. Just jump over his Shotgun Ice when he shoots as well as use the wall to avoid his slide and ice storms when he grabs the ring on the ceiling.
