This is story related and will be the first achievement you unlock.
You'll have to go through a bunch of cutscenes, eventually you'll run in to another soldier.
After you run into this soldier a second time you'll then have a work bench in front of you.
Collect all the materials in the room and then craft yourself a spear.
The spear is needed in order to progress so you cant miss this.

Will pop after making your first item at the beginning of the game, which will more than likely be the pipe spear

Crafting a workbench will come available while playing through the game. You can craft it from Base Camp. When you've crafted your workbench, use it to craft an item.
