This is not the start of mission 4, this is at the point where you come to the 2nd truck. After destroying the enemies, choppers and the truck blocking your path. You can't miss the sandbag behind the truck.
Destroy the sandbag and out comes Hyakutaro Ichimonji! He's pretty useful with his powerful fireball weapon he comes with, but soon scatters if you die or if you finish this section of the level. Here's a quick video showing you what i've explained, it's from the PC version but its the same level layout.
You can also save Hyakutaro Ichimonji (0.11 in the second video) in Mission 5 almost right at the start of the Alien spaceship section. He provides decent support during this section of the level with his fireball and spinning kick abilities against the aliens.

In Mission 4, Hyakutaro Ichimonji is in a pile of sandbags on top of a flatbed truck. Just shoot the pile of sandbags until they disappear and you get an achievement.
