I found 2 methods to unlock this.
1.You can use laser gun to shot 4 different enemies in a line
2.You can use the Ninja skill which cost 3♡ to hit 4 different enimes. (easier)
Ninja skill can add 1 action by a hit, but cannot by killing. So find 4 enemies around with full HP, and when you have 12♡, repeat the Ninja skill four times, then it will unlock.
