You can use trevor's skill to Apply Mind Control.

You can get a skill that can give team mate a buff which can Apply Mind Control with normal weapon.
So you can gain your ♡ and give 2 partner the buff. This can make it easier.
So Trevor's basic skill hit 2, 2 partner hit one each. 4 in total.

Or you can use Clark or Fio , teleport any enemy to Trevor so that he can hit 3.

If you have a support item from the Dropping box or you can buy from the weapon's shop at the start of any map. You can get an item which can add 1 move and 1 action. Use it for Trevor, and you can easily get the cheevo.
