It might not be. I believe a couple people were saying this unlocked way after it should have on Steam. So the achievement description may just be wrong. However it is concerning that the 1st person to do all the other achievements is still missing this one

I think it's buggy on Xbox. Like Clark's dialog 1 that won't unlock.

I just completed the a "golden run" (best ending) on Recruit and no cheevo, maybe you have to play on higher difficulties to face any remaining boss or bosses?
