You can get both sticky and regular grenade kills towards the end of Ghosts (level 3.2) when there are 3 separate groups of rats in two adjacent rooms with 5-6 rats in each group. You will need to run ahead of Khan to prime and throw the grenades before he activates the respective groups' movements (their locations are very obvious). The checkpoint is also right before this section.

Yeah the first group of rats has at least 6 just sitting there asking to be blown up. There are so many around here that if you can't pop the achievement using this method, there must be something wrong with you tbh

Start on Chapter 3.5 (Armory). Go through the station to the shop at the end and buy 5 grenades, then go on to Front Line.
When you get to the next level, cook the first grenade and throw it into the car where the commandant is speaking. This should get you 5 kills. Take out the rest of the guys here, on the platform below and on the next track over.
When you get over to the other track, go up the stairs, clear out the enemies shooting at you (I suppose you could try a grenade on them, too). When you're done, go to the left and kill the two sleeping soldiers (7 total).
Go through the no man's land underneath and up the far end. There are two soldiers there, but one more will show up. Kill them (10 total), then kill the guys coming down the stairs. Work your way up the stairs and stealthily turn right when you get to the tunnel.
Sneak up the tunnel, turning out the lamps, until the rail car passes you. Follow it back until it stops, and lob another grenade. You may get the last 5 kills right there, but you'll get at least 2. You can either lob your 5th grenade here, or go up the tunnel and throw your last grenade to kill the 3 Communist prisoners in the next area.

perfect solution that doesn't assume you already have the grenades. it also works for ka-boom, which you can get at the last part of this solution by reloading your checkpoint at the top of the stairs and lobbing grenades to the left. there are a handful of regular grenades located near the stairs where the 2 soldiers are joined by the 3rd.

The suggestions above definitely work, but I have another great spot that could conceivably net you all 15 kills at one time. First, you need to stock up on sticky grenades in Market.
Right at the end of Dead City 2 you and Bourbon will be attacked by a demon and a horde of Nosalises. Lucky for you, a good number of them will attack Bourbon. Wait until you get a good grouping, really anything 3 and above, and throw the sticky grenade at right in front of Bourbon. He is immune to damage, so don't worry about hurting him. I was able to get at least 10 kills here, and you can stick around a little longer before escaping with Bourbon into the next level. I had already earned 5 kills using JackGordon86's method above, so the achievement popped for me here. At the very least, this will make things much easier for you later on in the game.

I still don't understand why this solution has a negative vote. With the 10 kills you earn rather easily here (reload if you're having trouble) getting the other 5 before the end of the game is fairly easy. Please give feedback!

To effectively get a kill with a sticky grenade you'll want to stick the grenade to your target, as they'll run away from the grenade otherwise.
