Same here (on Windows 10 version) - and this on a completely new save.

To be specific, this pops in the cutscene with Kiril AFTER the one with the general when you fall back from the rioters

, shortly after you finish talking to Kiril on the walkie-talkie. The walkthrough makes it sound like it should pop at the end of the general's cutscene and I thought it had glitched.
