This is story related and can't be missed. Once you make your way to the end on the terminal there will be a door you need to open to be able to drive the trolley outside. The door is also located next to there you ring the bell and kill the catfish. Once the door is open turn around and get on the trolley and the achievement will pop.

Near the end of Chapter 3: VOLGA, You will get into the trolley to continue the story. It's linear in the missions and is at the end of the terminal stage.
Note: You can also get the Fisherman trophy just before you jump into the railcar or you will miss it.
