For this achievement I recommend waiting until you get to the DRC, so you can purchase the Jacker 2.0 chip.
Apply the chip onto someone with electro chainer.
Head to Happy Hills and find a large group of human enemies that are close to eachother then sneak up and hit them with electro chainer. Afterwards you’ll need Diggs to throw a battery cell onto the character with electro chainer so they can use it again.
Once you steal a total of 250 plastic the achievement will unlock.
