This achievement can easily be unlocked in Free Flight, choose somewhere with lots of landmarks, for me I did Paris because landmarks are within close proximity of each other, so you can check off multiple at once.
Before starting flight you should change aircraft (
switch to menu) then pick the Hot Air Balloon, found in the "Lighter than air" tab.
Select a landmark on the map (Eiffel Tower etc) then press "Select as departure" after that you should be ready to fly
After starting the flight, just wait 3 minutes and your progress will go up. I found it helpful to have Achievement tracker turned on so I knew when I could move on.
Once your ready for your next landmark, you should open the menu, select End Flight and rinse and repeat.

I found that multiple landmarks unlocked at the same time. One flight over the Palace of Westminster in London unlocked five of the seven required landmarks in three minutes. I got the remaining two over New York.

Yep, exactly as squidders said above, it counts being in proximity to multiple landmarks. I personally did this in two trips in Sydney, one spawning over Centrepoint Tower and one spawning over the Harbour Bridge.
It looks like the single best place to do this would be the City of London, if you spawn at The Gherkin there's 8 or 9 landmarks in very close proximity.
Another good tip, go into the weather settings and set the wind to 0, that way you can't get blown out of range of any landmarks! Hope this helps.
