Go to Activities and then Landing Challenges. I used the third famous challenge at JFK airport. Others in the comments have had more luck with the KJAC landing challenge. The steps below should work with most of the challenges.
When the challenge starts:
-Stay lined up with the runway
-Hold Down on the D-Pad to lower the flaps. You will start to hear a clicking sound
-Press B to lower the throttle some but not all the way. The line should be a tiny bit lower than opposite of the yellow bar on the throttle
-When your speed gets under 200kts Press Right on the D-Pad to lower the landing gear
-When you to the edge of the runway, press RB+Left on the D-Pad to shut off the engines
-Then land on the runway when the engines die
-Bloop! You might fail the challenge, but you know how to complete it with the engines on now!

Achievement might currently be glitched. I've landed a plane several times after shutting off the engines, but it won't pop.
