Select Jigsaw Jam mode on the main menu. Play the first and the second collection and you should unlock this achievement.

Note: You must get at least one star, on each puzzle in the group of puzzles, to "complete" a pack.

You can complete any two collections (Collection 1, 2, or 3) to get this. Any star count will suffice for this achievement. I'd recommend doing this with Collection 1 & 2 since "Jam King" requires you to play these two collections anyway.
