I have got a temporary solution for achievement not unlocking on last versions of app, while we are waiting till the devs fix this, for how it should work:
1. Download version 2.3.10281.0 here for example https://www.appx4fun.com/xap/54146/
2. Remove newer versions, turn off auto-update in store app just to be shure
3. Install downloaded 2.3.10281.0, launch it, re-download Food collection
4. Replay any puzzle on easy (or unlock all puzzles in collection if you still not done it)
5. Done!

The Food Collection is in Classic mode, and you'll need to download it in order to play it. It can be found by navigating to Classic Jigsaw > Downloadable Collections > See All Collections. There are actually 2 food packs, "Food", and "Food 2", the one you want is just called "Food". In my region at the time of writing the collection was free, but whether that will change or is different for other regions I don't know. If it ends up costing to get it, you should be able to pay for it with your accumulated gold from playing regular puzzles and daily tasks.

Once you have it you will need to unlock all the puzzles available, there are 22 in total and to unlock them you need to play the previously unlocked puzzles in the collection. The quickest way is to just play each puzzle in Easy mode but you can do it on other difficulties if you want.

If you already unlocked all the puzzles previously in the Windows 8 version and already have them unlocked, just complete any puzzle again in the collection to remind the achievement tracker you already have them :)

Under Downloadable Content, there's a collection called Food. This is the one you need. Simply solve all of the puzzles on easy. Once you unlock the last puzzle, you'll earn this achievement. The easy puzzles only have 10-30 pieces, making them very easy to complete.
