This may sound tough but isn't that bad as long as you make a conscious effort to do this. There will also be some luck of the card layout that will come into play. Lastly, you should naturally be playing on easy to make this as easy as possible.
When you start up a game of FreeCell, the left half of the board has 7 cards in each column and the right half has 6 cards in each column. As the description says, you need to win a game without ever having more than 7 cards in a single column. This means that from the start, you can only use the right columns and the cells to get going.
There really isn't a whole lot to say in terms of tips. I got this one first try, but you'll have to get lucky with card layout, and then make a conscious effort to keep track of how many cards are in each column. Once you finish the game, the achievement will unlock if you met the requirements.
