As the description says, you'll need to win a FreeCell game while making sure to never put more than two cards in the cells in the upper left section at any one time. Naturally you should be doing this in a solvable deck on easy difficulty to make it as easy as possible.
This achievement isn't as bad as it sounds. I got it on my first try, but I'm guessing it involves some luck of the card layout, like other achievements. You're just going to have to make a conscious effort to stack as many cards on the bottom as possible and only put a card or two in the cells if absolutely necessary to progress, or if you are uncovering a card to bring them right back down.
As long as you make it a point to meet the requirements of this achievement, it's easily doable within a couple games.
