As the description says, for any ten Events (they don't need to be consecutive), complete every challenge. The number of challenges per Event can vary greatly - from 5 up to 40 - so if you want, you can make it a point to complete shorter Events and not bother with the longer ones, but know that all of them will help contribute to "Blinged Out," so it's worth your time to do event challenge in every Event that you play. You'll likely end up doing every challenge in around 30 Events to unlock "Blinged Out," so this will come naturally along the way.
