In order to achieve this, you will first need to purchase the "Strike From Above" ability from the upgrades menu. It is the third ability from the left in the top row.
Fast travel to the forge tower in the Barrows of Udun region. In the SOUTH WEST corner of the base of this tower an Uruk always seem to spawn close enough to the tower that you can use the ability on him. Approach the edge and look down at the Uruk. Hold
to target and then press 
to strike.

I can confirm that his solution is the best way to do it. Replaying this game, on but on Xbox One this time, I also fast-traveled to that same tower, found the Uruk that was nearby, and killed him with the Strike From Above technique. I can also confirm that you need to unlock this ability before working on this achievement.

Great tip! That enemy indeed always appears in that location.

You need the "Strike from Above" Ability for this Achievement. You can get this Ability very earlier in the Game. The Location for the Achievement is any Forge Tower if you want. Lure an Enemy or Group to the Tower, climb up and use the Strike from Above Ability +.
