How to unlock the Power Vacuum achievement in Middle-earth: Shadow of Mordor - Game of the Year Edition - Definitive Guide
This achievement requires careful gameplay. The Warchiefs are the leaders of Sauron's army who stand on the podiums at the top - the aim is to kill all 5 of these before another Uruk takes their place.
Uruks' are promoted around the army by taking vacant spaces or challenging (through some means) another Uruk and killing them. These movements take place in the following instances:
* You are killed outside of a mission whilst wandering Mordor.
* You "Advance Time" at a forge tower.
* You complete a mission aiding promotion of a high-ranking Uruk OR you die trying to complete a power struggle mission which may lead to their promotion.
You can use the story of the game to help you here. Once you are tasked to kill 4 Warchiefs, the easiest thing to do is advance only with the main story and not complete any of the side missions, thus avoiding the risk another Uruk will be promoted (see above). The spoiler below may contain story spoilers, but will explain the point at which you will obtain the achievement in more detail.

I can confirm that going through Ratbag's storyline and getting all four war chiefs killed before the mission where he gets killed is really the easiest way to go. I did this a couple of times on the other system and now on here.

Yep to clarify, you can kill all 5 warchiefs before even starting Ratbag's quests OR you can get him promoted to warchief and then kill the other 4 and both ways will work for this achievement (as long as you don't die and let the Nemesis system promote and put new Warchiefs in place) - You basically need the Warchief row to be empty of Warchiefs - HTH

This can be easily completed at the end of the storyline and it just requires brand and dispatch skills.
For those of you who have passed the Ratbag part of the storyline and are looking for another way to quickly complete this achievement. I have found it can be easily paired with lights out the achievement for branding all the warchiefs. During the storyline you will be asked to brand all 5 warcheifs and once the storyline is complete depending on your skill you are still left with 4 or 5 warcheifs under your control.
If you are missing any just quickly brand the remaining warcheifs then look for the beck and call missions. All you need to do is summon each of your warcheifs at these missions and use dispatch to kill them. This also kills any bodyguards so you don't need to worry about killing them first.
