I actually got this by doing a "Beck and Call" mission on a branded Warchief and instructing the Warchief to attack a captain.

This method still works and it is great. Also a very good way to get more power if you aren't maxed out yet.

I tried to do this after branding a warchief and sending them to riot against my next target but it didn't work

Can confirm this works. Got it this way by accident. As long as it says "Riot" when selecting a command for your branded chief, the achievement will pop.

As soon as you done with the Power of the Wraith mission, you can initiate Beck and Call.
Select a convenient captain for Grublik. The achievement pops right after the riot starts.
