The trophy is stupid, maybe someone will get lucky, I tried to do it my way and the Legendary Rune fell out.
To get a level 25 rune you need 25 factors, i.e.
Urk's strength 20 is equal to +20
+1 Revenge
+1 Threat of death
+ 2 Leader
+1 Use Fear
+1 Collected information about the captain
