I decided to write this solution, since the achievement glitched for me once. So this solution is meant to let you know when this achievement is supposed to unlock
To unlock it you have to complete the story mission "The Power of the Wraith" which is given to you by Queen Marwen in the second half of the game.
Below I will depict some events of the mission, hence the "spoilers".

Hi, the achievement clitched for me. Have you replay the game for getting the achievement?

I don't know, actually. Maybe give it some time. XB1 achievements often tend to glitch and unlock later on. If it is glitched for good you might have to play again

Story related. Cannot be missed.
To unlock this trophy you must complete the 17th main story mission “The Power of the Wraith”. Queen Marwen informs you of a way to turn the tide in the battle against Sauron. To do so you must brand a Captain to make him your own and help him achieve the rank of Warchief. You will be told to attack a nearby Captain and given the “Command” ability, that allows you to issue orders to any branded/dominated Uruk.
Defeat the Captain, dominate him (Hold
then press :cross), and a 
prompt will appear. Press it and select the Warchief to initiate the next part of the mission. You will now have to kill the current Warchief for your allied Captain to take his place.
After the new Warchief is crowned you will see a cutscene. When it ends the trophy will unlock.
