This is story related and is the last main quest in Gorgoroth to take the fortress. Very similar to other fortress missions except you fight the two Nazgul inside the throne room. Use light attacks and light gear to make them vulnerable. and try to separate them and take them out one at a time.

To add to this because I struggled at first...
If you use light on them to get through their armor then go over to the stairs where you came in they can't hit you and you can attack or heal. I used my bow and did head shot after head shot and they didn't even try to attack. Kind of cheap but it worked. :)
