How to unlock the Death is not the End achievement in Middle-earth: Shadow of War - Definitive Guide
Fairly straightforward.
Complete Act III and conquer Minas Morgul.
Then complete all three Orc pit fights in Minas Morgul.
Doing so earns you the Undying Loyalty Upgrade.
Then head to the Army screen and select a dead follower and press Y to resurrect the follower to earn this achievment
Given that this is my first solution, any feedback on it will be appreciated

When you say complete, do you mean the first quest stage, Maggots, or all 3.

At the end of Act III you'll conquer Minas Morgul.
From here you'll need to either introduce your own captains from lootboxes or dominate ones from the current pool in the city.
Then the final three Pitt Fight missions open up.
Complete all three and you'll be rewarded with a new skill, "raise dead".
You'll then need to purchase the "revive captain" addon to it witha skill point.
There are two ways the achievement will unlock.
One is using the skill, which isn't too hard in the Shadow Wars questline to achieve.
The other is through Army Menu, which costs ingame currency.
1) The skill requires you to resurect a defending captain or bodyguard. You can't simply call your bodyguard and kill him yourself, as that'll result in betrayal and block the achievement.
You can do this easily in the Shadow Wars questline. Let a captain bleed out when they go down and then resurect them in combat. Do this by having a fill might metre and then hitting and together. To resurect them and any grunts around you. Enemy grunts will also be resurected.
2) When a captain dies, you can go to the menu and press on their corpse, which seems to cost ingame currency.
I prefer using the skill as it turns the tide of battle, but if you didn't get the chance too, the second option is available to you.

It doesn't cost anything to resurrect through army screen.
As you say, it's potentially more useful to do it during battle as you've got another guy fighting for you, but there's no additional drawback to doing it on the army screen. Just the loss of 5 levels, lose ability to gain levels, loss of class perks, take extra fire damage, take less poison damage, and gain undying loyalty (although I had an undead Olog betray me after I killed his blood brother so not sure if that's true) that happens no matter which way you revive them.

To unlock this achievement you need to resurrect a follower Captain. First you will need the skill to resurrect dead Captains. Towards the very end of the game you will unlock a skill called 'Raise Dead' and then an upgrade to that skill called 'Undying Loyalty'. Once you have both of these go into the Army menu and find any of your Orc Captains that have been killed, or if you have none then set two of your followers to fight each other in the pits to guarantee one of them dies, then find them on the Army screen and resurrect them by pressing on them.
Resurrecting a Follower requires the 'Raise Dead' skill and the upgrade 'Undying Loyalty', which is obtained after completing Act 3 and finishing all Fight Pit mission in Minas Morgul.
Equip the skill in question and on the army screen hover over a dead captain and press to resurrect him. If you don't have a dead allied captain you can command one to fight another in a pit fight then resurrect the loser.

In order to resurrect, you must first go through all the Pits and unlock the Skill upgrade for resurrection

No need to go through holes. After the pits they will give you an additional skill for resurrection in battle. We need to resurrect the army in the menu, and for this a plot skill is enough

Gained the ability to resurrect after passing the last pit. But in order to resurrect, you need to activate the perk and its improvement (located in the “Ghost” branch is the “Resurrection of the Dead” perk and activate the “Loyalty to the Undead” improvement). Then we go to the Army and look for any of our fallen soldiers who have the inscription “resurrect”
