As simple as follwing all Gondor quests which is the first line in your quest book.
The three cities they take place in after Act one are:
Nurnen
Gorgoroth
Seregost.

Obviously the ones in act one too.

It's the achievement app, it'll unlock, Middle-Earth has tons of issues for achievements.

This achievement will unlock after completing all of the Gondor quests.
