You can use all the silver coins you get from missions, drops, and destroying items to buy Silver War Chests, as they contain Training Orders. Don't spend any real money for these. The first Silver War Chest I opened had a Training Order for a gang of archers.

You will have to buy a warchest from the online market that contains a training order to assign a gang to a captain. When you have your training order, select an Orc in the army menu and press X to improve him then select the gang and the achievement will unlock.

Very easy achievement & absolutely unnecessary to spend any money on this. When you get to do the Online Conquest you'll get warchests for doing those that can grant you a training order to give one of your followers a gang.
Do this by going to the army menu, press Y on the follower you want to give a gang, press X for training orders, than select the recruitment scroll (this can be a training order for different kind of gangs, but it shouldn't matter what kind of gang you give your follower) and hold A.
You should now own this achievement.

You must affect a gang to one of your followers.
To do so, you have to get a recruitment order from the online market, in the pause menu. You can simply buy one or more silver war chest which costs 1,500 mirians. If you don't get a recruitment order, just buy other silver war chests until you get one. Here are the different types of recruitment orders :
