You Should get this by just playing the story of the South Central dlc and the Mission is called South Central Tournament so it shouldnt be that hard to find it.

The South Central tournament opens some time after completing certain South Central DLC missions. This Tournament is staged on Medium difficulty against three random opponents.

The first race takes place in Figueroa and Vermont, a 2 lap circuit race, followed by Baldwin Crenshaw Run, an Ordered Race and the final race of the tournament takes place in Campus Orientation.

As with other tournaments, you earn 7, 4, 2 and 1 points for each position. You can still win a tournament, even if you place 1st in two races and last in one race.

A B-Class, Group 3 Tuner car, such as the Nissan Skyline GT-R V-Spec (R34), Mazda RX-7, Audi RS 4 or any of the Mitsubishi Lancer Evolutions (IX MR-edition or X) are a recommended choice for the tournament, if you have not unlocked group 4 vehicles.

Winning this tournament on Medium is necessary to open a Ballerz Tournament, which is essentially the same races on Hard difficulty to earn a Land Rover Range Rover Sport "Ballerz", in which, it can help with the SUV-only achievements, and can be sold to earn more money, especially when going for the $1,000,000 deal later in the game.
