It's the default secondary weapon. It has no use other than earning this achievement, so get it early and change to another weapon as soon as you can in the armory. You use it by pressing Y.
If you don't earn it during the first mission, you can go to the armory, press RT to go to the Secondary Weapons screen, select Honk, and press Y to test. Should only take a minute or two.

I think this also could come naturally. The goose randomly honks while you are playing. This should count because i popped this achievement without using the secondary weapon, just a few times to test it at the beginning of the game.
