You can do this on the intro "City" stage.
Take the level slow and I mostly killed all the enemies completely with Battalion's ability. You need to avoid absorbing an enemy with 100% absorption. Also the reason we are going slow is to avoid all sprinter and nice clear technical bonuses.
For the boss, use Brand's ability and once you are able to absorb the boss wait 3 seconds and then absorb this guarantees a low absorption and the boss didn't regain any health back.

Apparently, fine play also is a technical bonus.

I did this on the city stage. I made sure i was extra slow in going through the level so I did not get any nice clears or sprinter bonuses. I also killed all the enemies instead of absorbing them so I didn't get any 100%s. For the boss once you stun him let his HP tick back up once before you absorb.
