In Mission 3, Purrfect Street, the side objective tasks you with petting 20 cats before you finish the mission.
This is a very simple objective to get since the main objective does not have a time limit placed on it.
Delay building the Florist building as much as possible since that is a required main objective building; thus making it so you will never win. At the same time, upgrade your other buildings to focus on raising your Beauty stat to start attracting the cats.
Once you get enough Beauty for the cats to start spawning, they will appear on the right side of the screen while making cat sounds. Simply move your cursor onto the cats and press A on them to pet them.
Repeat this for as many days as it takes to get your 20/20 pettings, then you can focus on completing the main objective; which should be really easy to do almost immediately afterward if you've catered your stores to your residents' preferences to make as much money as possible out of them while idly passing time.
