Using the creative sandbox mode you can customize a neighborhood with a high population, I did this quickly by upgrading the Yokai Tree to have over 200 residents. Speed through the day and pause in the evening when they all leave to go home and you will have a big pile to collect and you should get the achievement in a few days. I collected around 28 trash a day with 200ish residents.
