How to unlock the Map Room achievement in Minecraft - Definitive Guide
I could not get this on an imported world with a completed map, so if you are having trouble with that then here is how to do it easily from the beginning.
Start a new world. The map you spawn with has a scale of 1:8, meaning that every 8 blocks in the world is 1 pixel on the map. It used to be the case that every new map you make would automatically be this scale. However, now when you make a map the default scale is 1:1, meaning that every pixel on the map is a block in the world. To change the scale you have to surround a used map with 8 pieces of paper.
However, this achievement does not require 1:8 maps; it just requires any map. Thus, if you make nine 1:1 maps and disregard the one you spawned with, it is much easier to make because the 1:1 maps fill out almost instantly (not completely though).
Update: I have heard that it may be glitchy if you use regular maps. Use locator maps just to be safe (just add a compass to an empty map).

There may be an issue with using the regular maps, it may be required that you need to use the locator maps. I was unable to pop this achievement using the regular maps.

NEEDED:
9 x Locator Maps (Compass + 8 Paper)
9 x Item Frames (Leather + 8 Sticks)

If you already happen to have a world with maps, either imported from the original x1 version or by joining via crossplatform connection to MCPE or Windows 10 edition, you might have to re explore 9 maps, as otherwise it wont unlock.
The new X1 version features smaller maps than the old maps, and you will need to get 9 of those. Don't panic yet as those are really easy to discover. Took me only a few minutes to do this solo. You will need to get 9 empty maps at least, which can be crafted from 9 paper per map, which in turn can be crafted from 3 sugar cane per 3 maps. Also trading with villagers can get you empty maps.
To start, open an empty map and discover it. Then walk to the edge of the map until your arrow becomes a dot. Then walk a bit further and open up a 2nd map and explore that one as well, and so on.

Hello,
I have finally figured this achievement out. I completed this achievement on a world that I imported from the minecraft xbox one version.
First things first you can do this on any map size. So i recommend just making 9 locator maps at 0/4 level and completing it.
Second you have to be out of the range of any map you have created previously to importing old worlds. So if you are doing this on an imported world make sure you are out of range of the 3/4 level map that you will have because that is what you spawned with on the xbox one version. I moved out of the map and kept walking for like 2 minutes to make sure I was out of range of the map.
My recommendation would be to either get Elytra wings and fly far away from anything you have ever explored or Walk far away if you don't have the wings.
Next just take your 9 maps and fill them out at the 0/4 level. This part only takes like ten minutes. I kept them organized in my upper inventory. I brought them back to base placed them in the 3x3 square and achievement unlocked.
Basically you have to have 9 maps of an area you haven't already discovered.

As of 07/12/2019 If you are having issues unlocking this achievement, this is how I did it.
Make 9 empty maps. Not Locator Maps. Do not waste paper on upgrading them either. Just keep them small.
Walk around your starting spawn or base area creating maps. Be mindful that the edges and corners are filled in. Fortunately, if they are not, you don't have far to walk.
Place them in the frames and that should pop the achievement.

So when you get down to it its a pretty simple achievement. Basically all you need to do Is get 9 new locator maps, they can be level 0 it doesn't matter. What you need to do is fully explore 9 different map areas, so what you do is use the empty map and explore it then go left until you can't see you're blip fully anymore then use another map and then continue to do that all around the first map you used. You also have to get the edges of the map. Then place them in a 3x3 frame and make sure they are in the correct place.
