If you are looking for a map to do this on w/o downloads.
Use the seed "sea temple" (without the quotes, all lowercase)
The game converts this seed into 13349182 upon creation.
@location 420, 62, -156 is an underwater ruin with a chest that has enchanted fishing rod (luck of the sea II, lure II) if you find need of one. Edit: It's possible the enchantments won't be the same. Edit: There is a chest here, but yeah not always a fishing rod. Sorry.
-700, 50, -1850 Sea Temple
-790, 50, -2050 Shipwreck with Treasure Map
-952, 53, -1976 Exact Heart of the Sea location, dig straight down. Its underwater.
If you make a boat to get there, go west first for 720-ish blocks, then turn north until you get to the coordinates above. I chose the closest shipwreck to the temple.
Details on what to do:
The conduit recipe is
x1 Heart of the Sea
x8 Nautilus Shell
The shells come from ocean-zombies or fished up with that fishing rod mentioned above. Once you have them you can make the game peaceful for the next part.
Mine up at least 16 prisma-anything blocks from the sea temple, and make a 5x5 square ring completely underwater. This leaves a 3x3 cavity in the middle of the ring for the conduit to go in the very center.
Place a block, put conduit on top, remove the block, done.

Is there more than 1 chest inside the ruins at 420, 62, -156? I just looted the chest and there isn't a fishing rod in that chest at all.

The chest will always have random contents. My advice is to create the world, save, then copy it a bunch of times. Keeping loading different copies and checking the chest in each one until you get the desired rod with the correct enchantments.
Also it is possible to fish up additional rods with more enchantments while going for shells. Invest in an anvil so you can merge beneficial enhancements such as Unbreaking and Mending.

This achievement is going to be a bit of a grind to get. You have been warned!
For this achievement you will need to craft the Conduit first in order to activate it.
You will need:
- Heart of the sea, which can be obtained from the chests that is inside the sunken ships. You only need one of these.
- Nautilus shells, which can be obtained from “the drowned” the new kind of mob within the update. You can also fish to get these shells however it is a little faster to kill “the drowned” mob. You need 8 of these.
Once you have collected all of that go ahead and craft your Conduit.
The next thing you’ll need to activate the Conduit is prismarine blocks, you can use whatever type of prismarine blocks. Not sure if there is any other way to get these kind of blocks, but I know you can get them from the ocean monument. Which is a pain to find.
With these blocks you need to make “rings” around the Conduit in order for it to activate. Not sure if you only need 1 “ring” for the achievement or if you need more “rings”.
The Conduit needs to have 5x5 space of water, because it will grow in size. Once it is in water and has the space it needs, start adding “rings” around it.

This works, I didn't even have to finish the 1st ring for the achievement to pop, there was still 2 cube missing.

This solution is only applicable to those who can host an achievement world from a PC, tablet or phone!
I've made an achievement world which has both phase 1 and 2 achievements in there pretty much set up. Download it from here:

For the achievements, open chest on left. Retrieve the Prismarine blocks, Trident, raw salmon and sea pickles from the top row.
Jump in the water and go underwater. Have the trident in your hand and hold LT/right mouse and then release to give your self a boost for "Do a Barrel Roll!". Go to the portal near the shore and place the missing prismarine block on the center bottom (directly beneath the conduit) to unlock Moskstraumen. Now go to any random sand block on the floor in the ocean and place 4 sea pickles on the same block to unlock "One two sea four pickles". Last thing to do is to feed salmon to a dolphin. Just swim around for a bit and once you spot one head over to him and feed him the raw salmon to unlock "Echolocation".
Note: If unsure how to extract world, have a look at the walkthrough's hints and tips page.

You can play cross platform?

just not playstation, but xbox one, windows pc, windows phone, android and ios tablet/phones, apple tv, kindle devices, gear vr and nintendo swtich can all play together.
