How to unlock the When Pigs Fly achievement in Minecraft - Definitive Guide
Super easy if you have access to Minecraft: Xbox One Edition Achievements.
Does not require a fishing pole or anything like that. There is a much much easier way to earn this achievement that doesn't require any special equipment besides the saddle and the pig.
Load up the Tutorial in the older version of Minecraft and save the world.
Import this saved Tutorial world into this version of Minecraft.
In the world, go forward out of the starting area, over the bridge, and take a left at the area that has wheat signs on it.
You'll find yourself in an area with a bunch of pens, including a pig pen with a couple of pigs in it. Just to the right of the pigs is a pair of gates to the horse area. There is a sign to the right of this that has a saddle in it. Mine this to get the saddle, and place the saddle on one of the pigs.
Now the setup: dig down underneath the pen. You want dig out a 3 block high area underneath the pig pen. Once you've done this, enter the pen (I recommend closing the gate behind you), mount the saddled pig, then dig out the blocks underneath you.
The pig will fall, but survive, and the achievement should unlock.

Here’s how I did it:
First, I crafted a fishing pole and put a carrot on it. It’s an option on the crafting table.
Then, I found an area where pigs frequent (which is a lot of places), then dug down near an open shaft until I came to an open area about fifteen blocks down. The total distance from the surface to the bottom was about twenty blocks. After digging my way out, I found a pig (you can use a carrot to lure them, but they don’t move much anyway) put a saddle on it, and then switched to the fishing pole. I then guided the pig into the open pit I’d created. Once we hit bottom, he took damage (but I didn’t), and thirty seconds later, the achievement popped.

If you don't have access to the tutorial worlds from the older editions, just fire up a new survival world on peaceful difficulty and then run around the world until you come to a village or desert temple. The chests in both of those frequently have saddles in them. If that one lacks saddles, just carry on to the next one. Villages are pretty common, so it shouldn't take you long to find one with a saddle (pro tip: villages are well-lit at night so searching once the sun goes down can make them easier to spot).
Once you have a saddle, you can use the same trick as in the other solution. Fence off a small dirt area and install a gate, dig out the area underneath it to a height of three blocks (so there will be the surface layer, then a three block gap, then the floor), sucker a pig into the area, close the gate, saddle the pig, hop on, and then dig out the area underneath until it falls, netting you the achievement. If you hold a carrot (easily found in most villages), pigs will follow you around, making it easy to lure one into your pen.
