How to unlock the Save Your Breath achievement in Minecraft Dungeons - Definitive Guide
This can be earned 2 ways that i know of possibly more the first is to find 2 potions of water breathing from fallen mobs or chests and picking them up for 30 seconds of breathing I don't believe they stack in effects so just wait to use the second.
Or an easy way is to equip 3 totem of regeneration or have a teammate who has one that regens all your health and use them along with your health potion to keep your health topped up.

Potions of water breathing aren’t working for me. I’ve been without oxygen for more than 2 minutes and still no achievement

Another guide to do this is by using the new armor in the DLC the "Turtle Armor", which usually has a boost of damage reduction and healing boost, a Totem of Regeneration is still required but only one and of course your healing potion. I got to about 3 minutes (180 seconds) using this method. Hope this helps with alternative solutions.

The best solution since it only requires 2 items and I happened to have both of them.

The easiest way to survive while drowning for 60 seconds is to use healing totems. Depending on their power level and any cool down enchantments you have, you will need two or three totems. Now stand outside of a bubble column and wait until the blue part of your heart depletes and you begin drowning. Every second that you are drowning you will lose health. Cycle through using each of your totems and your healing potion, if needed, to keep you alive for the 60 seconds needed.

Here I explain that regardless of the level, you still won’t have enough time to regenerate. Then what to do? It's simple.
All we need is:
-Totem of regeneration.
-Armor with an additional drop enchant, when using a healing potion (this is optional).
Then it's a matter of technology. We leave the water, when the air runs out, use the totem until the time comes to use the healing potion.
PS I personally was lucky with my totem, due to the very short cooldown timer of the artifact.
