How to unlock the Repopulation achievement in Minecraft: Edition - Definitive Guide

Easily done in the tutorial level, just go up the first stairs then down the left stairs past the anvil hut to get to the farming area and there's wheat in the chest in front of the cow pen and press LT on both the cows with the wheat equipped.

Note: As pointed out by WoodlandSpirit; it doesn't work if you breed mooshrooms, it must be normal cows.

It might be worth adding, if you are doing this during playing survival, it doesn't work if you breed mooshrome cows, has to be normal cows.

does not work on tutorial anymore, says the maximum number of animals has been reached

It still doesn't work on the new tutorial world. I've killed all the animals and it still won't let them breed. Please update the answer.

This is quite simple:
1. Build a Fenced off area with a gate.
2. Place wheat into your hand.
3. Find a cow, (generally in the grass biomes).
4. Lead the cow with the wheat to your pen and shut the gate.
5. Repeat steps 2-4.
6. Once you have two cows in the pen, feed both with wheat and they will breed.

To unlock this you're best to open up a new tutorial world, head to the animal pens and remove wheat from the box, head over to the two cows and feed them both the wheat. This should produce a baby cow and unlock the achievement.

To breed cows, you will need wheat; wheat can either be found in villages or you can grow it yourself using the seeds that come from grass when you break the grass. Once you have the wheat, find two cows that are close together and give them both a piece of wheat by pressing cn_LT on the cow; the cows should have hearts floating around their head and produce a calf.

Alternatively, you can lure a lone cow to another one by holding a piece of wheat in your head. The lone cow will now follow you until you find another cow.
