How to unlock the Tie Dye Outfit achievement in Minecraft: Edition - Definitive Guide
For the current tutorial I have collated information in the comments, I believe this may be the last iteration on the X1, I have also left up the previous methods if they are applicable.
You can now load up the tutorial, dismiss the original tutorial messages and then head straight forward, head past the beacon towards the sign with the wings on it, below this is a chest with 10 leather in it, grab that, shut the chest and leave the immediate area, then head back and the leather should have respawned, so grab it again, this will give you 20 pieces of leather in total...we need 24, so repeat the trick and you should have 30 pieces.

With the latest update, chests respawn the materials in them when you re-enter a tutorial area. So you can go and grab those leather in the wings area, turn around and leave, then come back and grab the batch of leather again until you have enough. Just make sure to dismiss or complete the "do you want to learn how to do this?" prompt, as the game won't refresh the chest contents when it thinks it is mid-tutorial already.
Head back towards the beacon and stop at the chest with the banners and in there should be your Dye, pick any colour you wish. Then turn right and head down the steps where you should find the crafting table. Craft the four pieces or Leather Armour required, Helmet, Shirt, Leggings and Boots. Don't wear any of the pieces, keep them in your inventory.The recent updates have added a menu for dying, explained below by OptimalShadez
The seems now that in order to dye your leather armor you need to open your crafting menu. Press LT and it give you a new menu to dye armor.
One final piece of advice from SpeedBumpVDrop is I'd like to point out that dying it with the Cauldron won't work.

Doesn't have to be all at once either. I made one piece and dyed it. Then I exited without saving, reloaded, and made the next piece of armor, doing the same thing with each piece.

You can use the same color for all four pieces. (I used Dandelion Yellow for all of them.) Great tips on the locations of leather and the premade items.

This achievement has recently become a lot easier due to an update.
Load up a tutorial.
Head towards the beacon. Keep straight and go past the beacon. Ignore the first chest and go to where the wings are and open the chest. Pick up ten pieces of leather. Walk away from the chest, maybe leave the area. When you go back to the chest there will be another ten pieces of leather. Rinse and repeat.
Go to the chest you first passed after the beacon. Open it and choose your die. Use the crafting bench to make the FOUR pieces of leather Armour. Go to your inventory and choose your dye. Hoover over each bit of Armour in any order. There will be an option to dye each bit.
POP.

Still a thumbs up but I think an update occurred. To apply a dye to armor you have to now go into crafting menu at a craft bench and press left trigger. You can not be wearing the armor you want to dye.

You'll need the following in order to unlock this achievement:
1. All 4 pieces of leather armor.
2. A bucket of water.
3. A piece of dye.
4. A cauldron.
See below if you need instructions on how to make any of the above-required items.
Unlocking it is simple once you have those items.
Place the cauldron, use the bucket of water on the cauldron with (filling the cauldron with the water), use the dye on the water in the cauldron with (dyeing the water), then use the armor piece on the cauldron water, also with .
It does not matter what color dye you use.
Crafting required items:
A piece of armor must be made with leather, obtained from cows when killed. Horses and llamas also drop leather. Since you need to make all 4 pieces of armor, you'll need 24 pieces of leather.
Iron is required for crafting the bucket and cauldron; 3 for the bucket, 7 for the cauldron, a total of 10.
Dye can be made from many flowers as well as few other items; brown from cocoa beans, black from squid ink, white from bonemeal, green from cactus. Bonemeal made from skeleton bones or a nearby desert's cactus baked in a furnace may be the easiest obtained dyes.
